The Ca Mau Gas-Power-Fertilizer Complex is a major integrated energy and industrial development in southern Vietnam, comprising a natural gas supply system, the Ca Mau 1 and Ca Mau 2 power plants, and the Ca Mau Fertilizer Plant. Located in Khanh An, Ca Mau Province, the complex forms an integrated value chain in which natural gas from the PM3-CAA field is transported to the complex and used as the primary feedstock for electricity generation and fertilizer production. The complex has played an important role in strengthening regional energy and agricultural security while supporting the industrial development of the Mekong Delta.
The total investment across the major components of the complex amounted to more than USD 2 billion, including approximately USD 299 million for the PM3–Ca Mau gas pipeline, around USD 435 million for Ca Mau 1 Power Plant, approximately USD 429 million for Ca Mau 2 Power Plant, and about USD 900 million for the Ca Mau Fertilizer Plant. The power plants have a combined capacity of approximately 1,500 MW, while the fertilizer plant has a designed production capacity of 800,000 tonnes of urea per year.
The project was developed through a combination of domestic investment capital and borrowed funds, with the individual components financed and implemented under their respective investment arrangements. For Ca Mau Power Plant 1, for example, the approved financing structure consisted of approximately 30% owner’s capital and 70% syndicated loans from domestic or international commercial banks. The investment was undertaken by Vietnam Oil and Gas Corporation, now part of Petrovietnam, reflecting the strategic importance of the complex to Vietnam’s national energy infrastructure.
The complex was delivered through multiple Engineering, Procurement and Construction (EPC) packages. The PM3–Ca Mau gas pipeline was implemented by Vietsovpetro, while the Ca Mau 1 and Ca Mau 2 power plants were constructed under EPC contracts by LILAMA, with major power-generation equipment supplied by Siemens. The Ca Mau Fertilizer Plant was delivered by a consortium comprising Wuhuan Engineering Co., Ltd. (WEC) and China National Machinery Import and Export Corporation (CMC).
The combination of Petrovietnam’s project ownership and management capabilities, LILAMA’s construction and EPC expertise, Vietsovpetro’s experience in oil and gas infrastructure, and internationally recognized technology and engineering companies such as Siemens, WEC and CMC enabled the complex to integrate gas transportation, power generation and fertilizer production into a continuous industrial chain. This integrated model has made the Ca Mau Gas-Power-Fertilizer Complex one of the most significant industrial and energy developments in the Mekong Delta.
