With a total investment exceeding VND 36 trillion, the Vinh Tan 4 Thermal Power Plant was financed through a combination of international and domestic funding sources. Approximately 85% of the project financing was provided through preferential export credit and buyer’s credit facilities arranged by a consortium comprising the Export-Import Bank of Korea (KEXIM), Korea Trade Insurance Corporation (K-SURE), Japan Bank for International Cooperation (JBIC), and Nippon Export and Investment Insurance (NEXI). The remaining 15% was financed through domestic borrowing by the project owner.
The project was delivered under an Engineering, Procurement and Construction (EPC) contract by the DOOSAN–MITSUBISHI consortium, bringing together the engineering expertise and project execution capabilities of two internationally recognized industrial groups.
